Upper Horizons will destroy two wetlands of international importance: Hutovo Blato and the Neretva Delta.

Hutovo Blato in the Federation of Bosnia and Herzegovina and the Neretva Delta in Croatia are two unique wetlands on the Adriatic bird migration flyway. They are protected under the Convention on Wetlands as wetlands of international importance.

If Upper Horizons is built, they will disappear, affecting birds, fish, amphibians and plants.

The water that feeds Hutovo Blato will be diverted towards the Dubrovnik hydropower plant.

Dabar hydropower plant and Upper Horizons will leave even less water in the Neretva Delta and will make it saline. The Neretva Delta is a very important area for agricultural production and is already suffering from salinization of the soil.

Upper Horizons would divert 85% of the water flows of Buna, Bunica and Bregava rivers into the Bileca Reservoir

The Upper Horizons project would involve closing or drying of several sinkholes. This would endanger the water flow to the iconic Buna, Bunica and Bregava rivers that are of crucial importance to towns and villages in the Federation of BIH, like Blagaj, Hodbina and Stolac.

According to the Environmental Impact Assessment (EIA) of Dabar HPP – the largest in the Upper Horizons scheme – more than 85 per cent of the water from the Biograd sinkhole would be diverted towards the Bileća artificial reservoir. The Ponikva sinkhole and other s that feed Buna and Bregava would also be left with almost no water after the building of two new reservoirs and channelling of the Dabarsko and Fatničko polje.

The water that now goes to the Buna, Bunica and Bregava will be used in the existing Lower Horizons hydropower scheme and most of it will not be returned to the Neretva basin.

As observed with Lower Horizons, in reality even the minimum planned to be left in some of the rivers - according to the EIA - will not be monitored or enforced.

Upper Horizons will affect villages in Republika Srpska, the Federation of BiH 🇧🇦 and even Croatia 🇭🇷

⚬ In Republika Srpska: four unique karst fields (the Gatačko, Nevesinjsko, Dabarsko and Fatničko polje) would be completely destroyed and traditional livelihoods would be lost. In Nevesinjsko polje several villages will be flooded, and many more will lose their agricultural land.

⚬ In the Federation of Bosnia and Herzegovina: Upper Horizons would involve closing or drying out several sinkholes, which would endanger the water flow to the iconic Buna, Bunica and Bregava rivers that are of crucial importance to towns like Blagaj and Stolac. These rivers will be left with less than 15% of their water, which will endanger tourism, fishing, and agriculture.

⚬ In Croatia: the project would significantly decrease the flow of the river Neretva, of which the Buna, Bunica and Bregava are important tributaries. The Neretva delta, an important agricultural area, is already suffering from salination, but with even less fresh water, the process could irreversibly damage the local economy.

No. 1⃣ Species🔸 the olm, three endemic fish species and invertebrates that have not yet been researched🔸

Species that are found only in the karst fields and nowhere else are likely to be driven to extinction.

If the Upper Horizons scheme is built, karst rivers, caves, and springs will be left with almost no water even before their biodiversity has been properly studied.

The olm, a unique blind cave salamander, is one of the species most vulnerable to these changes. It can live more than 100 years in a single cave and depends on the spring floods to feed on the nutrients they bring. Many of its populations are already impacted by existing hydropower plants and water pollution, and it has nowhere else to go.

Three different endemic fish species called ‘gaovica’ by the local people (Telestes dabar, Telestes metohiensis, Delminichthys ghetaldii) would probably be driven to extinction by changes in the rivers caused by the channels and tunnels of Upper Horizons.

In some of the caves impacted by the Upper Horizons, there are unique species of invertebrates that have not yet been researched.

🌾Farmland: to increase high-diversity landscape features (HDLF), the grassland butterfly index and the stock of organic carbon in cropland mineral soil
🍂Forests: to enhance biodiversity, to increase the indicators such as standing and lying deadwood and the common forest bird index
🌊Seas: to restore 30% of habitats, including seagrass and sponge and coral beds.
The text includes a requirement to prevent significant deterioration of areas subject to restoration.

Bosnia and Herzegovina is home to the largest undiscovered karst rivers, caves, and springs in Europe.

These hidden ecosystems are seriously threatened by the Upper Horizons hydropower project.

Consisting of a series of dams, diversion tunnels, hydropower plants and channels, the project will completely change the natural hydrography of eastern Herzegovina.

It would have devastating impacts on underground karst, wetlands and rivers, including on the river Neretva.

Due to the complexity of the project, its limited assessment, and the hidden nature of the karst fields and rivers, few people outside the affected areas are aware of these issues.

⚠️ You thought the fight for the Nature Restor

⚠️ You thought the fight for the Nature Restoration Law is over? It isn’t!

The Nature Restoration Law made headlines back in July when the European Parliament adopted its position on the law. But that was not the end of the story.

Right now, the @eucouncil, the @europeancommission, and the @europeanparliament are negotiating the final content of the law to #RestoreNature. On the 9th of November, they will come to a final deal!

We call on all the negotiators to ensure a law that is fit for addressing the global climate and biodiversity emergencies.

To be meaningful, this law needs to include:
🌱 Effective restoration of agricultural ecosystems with targets for restoring drained peatlands
🌱 Quantified, time bound and enforceable targets in and outside Natura 2000 areas for all habitats
🌱 Non-deterioration of ecosystems
🌱 Implementable marine targets
🌱 Dedicated and additional funding
🌱 Clear public participation and access to justice provisions

🇲🇪 [Montenegro] 🐏Sinjajevina hosts an international conference promoting the ‘protection through use’ of upland environments and rural areas

An international conference and scientific field mission is held in Sinjajevina and the nearby town of Kolašin, because of the unique and outstanding natural and cultural heritage of the mountain. During more than three years the Italian University of Genoa (Italy), the French National Council for Scientific Research (CNRS), the University of Toulouse (France), the University of Granada (Spain), the University of Durham (Great Britain) and the University of Montenegro among others, worked together in a research about Rural Heritage and Sustainable practices of mountain landscapes in Europe. Between 19 and 21 October 2023, the core of this international team co-funded by the EU, and composed by 20 scientists from five countries, are visiting Sinjajevina.

Sinjajevina is one of the last places in Europe where traditional ecological farming continues to exist in equilibrium with the environment – holds some of the most extraordinary culinary products of outstanding quality and assures an expanded biodiversity dependent on the traditional pastoralism.

Pablo Domínguez, Environmental Anthropology Senior Researcher at CNRS (France) says: “SCIENCE with capital letters has come to study and publicly reaffirm these values of Sinjajevina, while fully conscious that it is under the severe threat of a military ground creation, as well as of possible future massive tourism like in the neighboring Durmitor”

Milan Sekulovic, President of the Save Sinjajevina Civic Initiative says: “The conference is celebrated three years after the beginning of the resistance camp that stopped military exercises at Sinjajevina in 2020 and since then has not allowed any munition to be dropped on this territory.”

#Skavicadam Albanian court to scrutinise special law for U.S. contractor Bechtel ✊

Nature conservation and human rights organisations have secured an important first milestone in the fight against the planned 210 MW #Skavica hydropower plant in the Albanian municipalities of Kukës and Dibër.

A constitutional complaint submitted by the @albanianhelsinkicommittee and the Black Drin Association, with the support of @euronatur and @ceebankwatch has now been accepted for trial in public plenary.

‘With 41 villages and more than 2500 houses in Dibër municipality threatened by the project, Skavica’s social impacts may be among the worst of any dam built in Europe in the 21st century. Residents have been fighting against Skavica for years. The vast majority doesn’t want the dam,’ says Majlinda Hoxha, coordinator of the Group of Rural Activists of Dibra.
